ON Semiconductor Director, IT Program Management Office in Phoenix, Arizona
The Director, Project Management Office, located in the Phoenix location, will be responsible for partnering with the CIO to keep the strategic plan updated, manage the budget of current and future projects, direct the efforts on active projects, manage capacity and balance demand against supply, mentor project managers, and establish standards and processes to smooth out the execution of the projects. The Project Office Manager will also create formal methodologies for defining project key performance metrics and allocating resources. A critical component of this role will be interaction and influencing with executives.
Span of Control: 3 direct reports, staffof 20 contractors
Budget:Capital $15-25M p.a., Expense $3-5M p.a.
Develops a functional PMO reflecting best practices andstandardized methodologies to deliver projects to clients. Builds outmethodology with peer leadership to enable cross-functional project delivery.
Responsible for leading PMO in a mature and organization-focusedmanner, providing help where necessary to project a professional image.
Provide leadership, direction and coaching on project specifictasks as well as individual professional development. Ability to see, accountfor, and coach others in the “big picture” as well as the details and to beable to tie initiatives to Corporate Goals.
Establish and Nurture positive relationships with customerorganizations.
Define tools to increase operational efficiencies andcompliance, such as policies and procedures, SLA’s, etc.
Updates IT roadmap ensuring alignment of roadmap with changingbusiness plans. Balance to constraints of Resources and Dollars.
Ensures compliance with SOX, audits, and any other statutoryregulations.
Responsible for coordinating the preparation & communicationof major project activities providing a framework and oversight to ensurealignment with the business priorities.
Develop and encourage close relationships between businessmanagement and IT management to provide focus on IT actions that support thebusiness direction.
Provide change management interaction when required during majorproject implementations.
Provide a focus for IT governance activities and annualoperational preparation. Build budgets for capital and expense that align tobusiness budgets. Develop cost justifications and ROIs.
Conduct resource and capacity planning to assure availability tomeet company objectives and financial availability.
Perform benchmarking and adopt new trends and tolls as required(eg. Continuous Development and Agile methodologies.
Understand major corporate initiatives and direct the projectmanagement needed to support those initiatives; develop and implementstrategies that enable continuous quality and productivity improvement.
Provide guidance and best practice knowledge to build projectdiscipline and consistency across the IT project portfolio.
Adhere to the established project methodologies, standards,tools, processes, policies and procedures.
Collaborate across teams as needed to deliver innovative andhigh quality solutions in a timely and a cost effective manner.
Develop and maintain efficient and reliable metrics formeasuring program and project progress.
Ability to effectively prioritize and execute tasks in ahigh-pressure environment is crucial.
Strategy & Planning
Effectively communicate and manage project expectations toproject managers, owners, sponsors, team members, and other stakeholders in aclear and concise fashion.
Effectively manage project teams’ time and allocate resources toensure deliverables are completed. Publish KPIs, track trends and drive changebased on this.
Direct and manage development of all IT projects within the PMOportfolio from beginning to end.
Develop best practices, techniques, and tools for projectplanning, execution, project management, ongoing milestone/deliverabletracking, communication, and key performance metrics.
Review budget proposals, and recommend subsequent budget changeswhere necessary.
Track and monitor all project milestones and deliverables.
Accept and assess status reports, change requests, andrequirements documentation to ensure smooth project progression.
Conduct project post mortems and create a recommendations reportin order to identify successful and unsuccessful project elements.
Coach, mentor, motivate, and supervise project team leads, teammembers, and contractors, and influence them to take positive action andaccountability for their assigned work.
This position collaborates with the senior level of management.
Minimum 14 years’ experience in project management withdemonstrated strong leadership skills
Successful candidate should possess exceptional business processdefinition & business architecture knowledge, good analytical skills, andan ability to communicate to various team members at the executive level to theassociate level while promoting a sense of team
An understanding of all aspects of IT, project management andcustomer support functions.
Certified PMP or equivalent.
Knowledge,Skills and Abilities
Proficiency with Microsoft products, including Word, Excel,Project, PowerPoint Visio and SharePoint.
Expert understanding of Project Management Body of Knowledge(PMBOK) Discipline (Integration, Scope, Time, Quality, Human Resources,Communications, Risk Management, Procurement).
Detailed understanding of project lifecycle, methodology andstructure/governance; demonstrated ability to develop and deploy PM methodologiesto organizations.
Expert understanding of software development and infrastructureproject lifecycles within the Company.
Ability to effectively manage time, prioritize work, multi-taskacross many assignments and delegate.
Ability to assess the impact of new project requirements on anexisting team workload.
Technical writing skills producing clear and unambiguousdeliverables.
Strong grasp of IT technical concepts; ability to communicate effectivelywith IT resources.
